Public Administration Minister Darío Castillo Lugo reported that the Ministry of Public Administration (MAP) is identifying those who are paid without working in government institutions and those who were unduly compensated before the change of government and that these have to return the money they received to the state. He said that he has received information that in at least three ministries, 40% of the permanent employees are paid but do not go to work.
Castillo called it a tragedy and an outrage for the Dominican public administration that a large number of people receive thousands of dollars, euros and pesos in their homes, while others have nothing to eat.
“It is a problem that must be corrected, that must be eliminated. What happens is that clientelism has prevailed in the bureaucracy, our public administration,” he said when interviewed by Jose Monegro for Cuentas Claras.
He says the new government has instructed every minister and every director-general to identify who is being paid without working. These people will have to be eliminated little by little, because we cannot have people who do not contribute, who do not add value to the functioning of public administration, he said.
The minister assured that many of those who have been paid without working have benefited with vacations and royalties and are being compensated without their due. This is under review by the current administration.
The official spoke of efforts to reorganize government by eliminating duplicated positions and agencies and the issue of salaries in the public sector.
