
Rafael D. Toribio Domínguez, replaces long-standing Monsignor Agripino Núñez Collado at the helm of the Economic and Social Council (CES). The CES is in charge of implementing the National Development Strategy (END). The decision is in Decree 393-20.
Toribio is known for his academic activities. He served as rector at the Santo Domingo Technological Institute (INTEC) from 1984-1990 and 1993-2001. At present, he is the director of the INTEC Center for Governance and Social Management (CEGES) of the INTEC. He presided the Dominican Association of University Rectors from 1984-1985 and 1989-1990.
He studied Social Sciences at the Social Institute León XIII of the University of Salamanca, Madrid (Spain) and graduated from the Complutense University of Madrid, with a degree in Political Sciences, Specialization in Latin American Studies in 1971.
