Coronavirus Bulletin #165 of the Ministry of Public Health’s Department of Epidemiology shows the Dominican Republic has 94,715 confirmed Covid-19 cases, including 474 new cases. The lull in cases has more to do with problems in testing at the government and private labs, rather than a real decline in cases.
The new Public Health authorities have added a column to the Epidemiological Bulletin, indicating the provinces with the highest positivity rates. The top provinces are: Pedernales (86.09), Baoruco (68.94), Independencia (66.67) and Barahona (52.99), all in the southwest. With the exception of Barahona, these are provinces with very low populations.
The official accumulated incidence of the disease per 100,000 inhabitants as per confirmed PCR tests is highest in the National District and these top 10 provinces: National District (2,582), Pedernales (1,234), Santiago (990), La Altagracia (950), Sánchez Ramírez (904), La Vega (823), La Romana (743), Duarte (773), Maria Trinidad Sánchez (755), Azua (752) and Barahona (725). Santo Domingo province with 695 is in 12th place in the incidence of the disease per 100,000 inhabitants.
The number of confirmed cases depends on the completion of PCR tests. Public Health Minister Plutarco Arias has announced the government will increase testing with the arrival of a shipment of 100,000 reagents for PCR tests starting this week.
The average testing over the past 14 days is 3,315 PCR tests, a low reflecting the decline in recent number of tests. The numbers of diagnostic tests carried out over the past 14 days [the difference between the PCR tests reported since the past bulletin] are:

The statistical reports do not include rapid response blood antibody tests or patients diagnosed with tomography or other means. At the end of his term in August 2020, Public Health Minister Rafael Sánchez Cárdenas said the random blood antibody survey revealed that 8.4% of the Dominican population had had the disease, or around 10 times the number of confirmed tests. The Dominican Republic has a population of more than 10 million people.
The tally of deaths is now 1,710, including 29 new recorded deaths, since the first Covid-19 case was declared in the DR on 1 March 2020. The daily average number of deaths for the past 14 days is at 16.35. The deaths have not been increasing anywhere near the more significant numbers of people being hospitalized.
As of Bulletin #165, 7,455 patients are hospitalized, a new record. Of these, 217 patients are in intensive care units.
The fatality rate, the number of reported deaths per number of confirmed cases, is 1.81% per million inhabitants. The positivity rate is at 28.03% for the four past weeks and gradually declining. World experts advocate opening the economy when the positivity rate is at 5%.

As of Sunday, 30 August 2020 at 4pm, the deadline for Bulletin #165, the most confirmed cases were located in urban areas where most of the tests are carried out. The National District (26,939) and the Santo Domingo province (20,209) are 50% of the 94,715 confirmed cases nationwide. The incidence in Greater Santo Domingo has been declining slightly as the disease spreads in the provinces.
Other provinces with large number of confirmed cases are: Santiago (10,355), San Cristobal (3,573), La Vega (3,386), La Altagracia (3,358), Duarte (2,312), La Romana (2,027), Puerto Plata (1,721), Azua (1,673), Espaillat (1,508), San Juan de la Maguana (1,406), Sánchez Ramírez (1,375), Barahona (1,372), San Pedro de Macoris (1,371), Maria Trinidad Sanchez (1,066), Monseñor Nouel (1,043) and Peravia (987) are the other provinces that have 500 or more accumulated cases. The National District, province of Santo Domingo and these 16 provinces of 32 make up more than 90% of the confirmed cases nationwide.
Where and how much testing determines the reported new cases. Outbreaks may take days to be reported in the official bulletin. The most new allocated cases reported for the 30 August update deadline are: National District (137), Santiago (106), Santo Domingo (74), Duarte (47), Puerto Plata (28), Sánchez Ramírez (27) and La Altagracia (20).
Haiti reports 8,224 confirmed cases and 201 deaths, for the 30 August 2020 deadline.
In the Americas, the Dominican Republic is now ranked 11th in confirmed cases after the United States, Brazil, Peru, Mexico, Colombia, Chile, Argentina, Canada, Bolivia and Ecuador.
