
President Luis Abinader published Decree 528-20 naming new ambassadors to Germany, Israel, Colombia and Guatemala.
Francisco A. Caraballo is named Dominican ambassador to the Federal Republic of Germany. Caraballo is a professional diplomat. At the time of his appointment, he was the Dominican permanent representative before the United Nations and other international organizations in Geneva, Switzerland. There he represented the country before the United Nations High Commissioner for Human Rights (OHCHR), the UN High Commissioner for Refugees (UNHCR), the International Labor Organization (ILO) and the World Health Organization (WHO). He also served as alternate head of mission of the Dominican mission to the United Nations in New York. He was ambassador in Morocco. He worked at the Dominican embassy in Washington, D.C. as minister counselor. A graduate in law from Pedro Henríquez Ureña National University, he has masters in international affairs and international business from Georgetown University in Washington, D.C., USA.
Ernesto Torres Pereyra is named Dominican ambassador to Israel. A professional diplomat, this will be Torres Pereyra’s first ambassadorship. Previously he was minister counselor to the United Nations Educational, Scientific and Cultural Organization (Unesco), Japan and South Korea.
Business lawyer Patricia Selma Villegas García is named the country’s ambassador to Brazil. Villegas is the wife of Environment Minister Orlando Jorge Mera and mother of National District deputy Orlando Jorge Villegas. At the time of her appointment, she was a law professor at the PUCMM and the managing partner at the Jorge Mera & Villegas law firm.
Economist Julio Cordero Espaillat is named the Dominican Republic’s ambassador to Colombia. He is the general manager of the insurance brokerage Cordero Espaillat y Asociados. From 2009-2015 he served as manager of the Luz y Fuerza power utility in Las Terrenas, Samana. For years he was the co-host of the “Milagros Desde la Z” early evening radio talk show. He is a high-ranking member of the Modern Revolutionary Party that covered politics, economics and social topics.
Sara Paulino Cárdenas is named ambassador in Guatemala. She was the head of the PRM’s “Frente de Mujeres,” representing women in the political party. She is a former legislator in the Chamber of Deputies.
