Coronavirus Covid-19 Bulletin #230 / 3 November 2020

The Ministry of Public Health’s Epidemiology Department Coronavirus Bulletin #230 reports 430 new PCR confirmed cases. The Ministry highlights keeping the downward trend of the positivity rate and an increase in the systematic intervention to isolate those infected before they spread the disease in their community.

3,671 first PCR tests were carried out in time for the deadline of Bulletin #230. The 14-day average is 4,142 tests. The Ministry of Public Health Covid-19 team says there is less demand for tests. Regardless, the government is making available more fixed stations for testing and expanding services at public hospitals to catch the disease early and isolate sick people. For the first time, the 4-week positivity rate has dropped below 10%.

The 24-hour positivity rate continues to drop and is now at 11.71%, up from the previous day. The 4-week positivity rate also continues to decline and is at 9.98%, a record low. There has been a steady decline in the number of active cases following the trend that began in September. The number of active cases is now at 19,717, slightly up from the previous day.

The country continues under the declaration of a National State of Emergency at least through 1 December 2020. The Ministry of Public Health is concerned that home and friends’ gatherings and increased mobility can lead to the same virus flare-ups that have affected other countries worldwide, mainly due to pandemic fatigue. There continue to be sporadic spikes in Greater Santo Domingo and the provinces. This situation is why the Ministry of Public Health continues to recommend keeping curfew and preventive measures. The curfew is in effect through 11 November 2020, from 9pm to 5am Monday to Friday, and 7pm to 5am on Saturdays and Sundays.

As per Bulletin #230, with the deadline of 3 November 2020, the Ministry of Public Health has registered 128,278 confirmed cases since the first case on 1 March 2020. Partial curfew has been in place since 18 March 2020.

The number of deaths is 2,257, including five deaths recorded and two in the past 24 hours.

In a population of more than 10 million, the fatality rate is 1.76% over the past four weeks. The fatality rate per 1M inhabitants is 216.01. The Ministry of Public Health reports that the average 1M inhabitants’ fatality rate for the Americas is 621.

Worldometer lists the 1M deaths per inhabitant rate for the Dominican Republic at 207. According to the 1M deaths statistics, people are less likely to die of Covid-19 in the Dominican Republic than in Spain at 815, Brazil at 755, the United States at 721, the United Kingdom at 702, Argentina 707, Italy 658, Colombia 624, France 586 and Canada 273, all major source markets for Dominican tourism.

The Ministry of Public Health report #230 indicates second consecutive day of increases in demand for ICU units in recent weeks. 20% of Covid-19 hospital beds are occupied (657 of 3,291 total available). 32% of the intensive care units for Covid-19 are taken (169 of 526 beds).

As of 3 November at 6pm, the deadline for Bulletin #230, the most confirmed cases were reported for the National District (33,489) and the Santo Domingo province (25,843). The numbers account for 46% of the 128,278 confirmed cases nationwide.

Other provinces with more than 500 confirmed cases are: Santiago (14,160), La Altagracia (4,780), La Vega (4,794), San Cristobal (4,718), Puerto Plata (3,291), Duarte (3,237), La Romana (3,211), Espaillat (2,668), San Juan de la Maguana (2,248), Azua (2,038), Barahona (2,026), Sánchez Ramírez (1,929), San Pedro de Macoris (1,734), Monseñor Nouel (1,647), Peravia (1,310), Maria Trinidad Sanchez (1,226), Baoruco (942), Hermanas Mirabal (935), Valverde (945), Independencia (664), Santiago Rodriguez (633), Monte Plata (575), Pedernales (552), El Seibo (544), San José de Ocoa (536) and Samaná (500).

The Ministry indicates that the newest allocated cases (more than 9) reported for the Monday, 2 November update deadline are: Santo Domingo (137), National District (112), Santiago (32), Puerto Plata (30), La Vega (20), La Romana (16), San Cristóbal (14), La Altagracia (12) and (Duarte (11).

Haiti reports 9,057 confirmed cases and 232 deaths, for the 3 November 2020 deadline.

In the Americas, the Dominican Republic is now ranked 12th in confirmed cases after the United States, Brazil, Colombia, Peru, Mexico, Argentina, Chile, Canada, Ecuador, Bolivia and Panama.
