The Ministry of Public Health’s Epidemiology Department Coronavirus Bulletin #231 reports 546 new PCR confirmed cases. The Ministry highlights keeping the downward trend of the positivity rate and an increase in the systematic intervention to isolate those infected before spreading the disease in their community.
3,727 first PCR tests were carried out in time for the deadline of Bulletin #231. The 14-day average is 4,144 tests. The Ministry of Public Health Covid-19 team says there is less demand for tests. The government is making available more fixed stations for testing and expanding services at public hospitals to catch the disease early and isolate sick people. For the first time, the 4-week positivity rate has dropped below 10%.
The 24-hour positivity rate rose to a high of 14.65%, when the 4-week positivity rate is at 9.88%, a record low. The 14.65% breaks with what has been a steady decline in the number of active cases following the trend that began in September. The number of active cases is now at 19,914, up around 200 cases for the second consecutive day.
The country continues under the declaration of a National State of Emergency at least through 1 December 2020. The Ministry of Public Health is concerned that home and friends’ gatherings and increased mobility can lead to the same virus flare-ups that have affected other countries worldwide, mainly due to pandemic fatigue. There continue to be sporadic spikes in Greater Santo Domingo and the provinces. This situation is why the Ministry of Public Health continues to recommend keeping curfew and preventive measures. The curfew is in effect through 11 November 2020, from 9pm to 5am Monday to Friday, and 7pm to 5am on Saturdays and Sundays.
As per Bulletin #231, with the deadline of 4 November 2020, the Ministry of Public Health has registered 128,824 confirmed cases since the first case on 1 March 2020. Partial curfew has been in place since 18 March 2020.
The number of deaths is 2,260, including three deaths recorded and none in the past 24 hours.
In a population of more than 10 million, the fatality rate is 1.75% over the past four weeks. The fatality rate per 1M inhabitants is 216.30. The Ministry of Public Health reports that the average 1M inhabitants’ fatality rate for the Americas is 623.
Worldometer lists the 1M deaths per inhabitant rate for the Dominican Republic at 208. According to the 1M deaths statistics, people are less likely to die of Covid-19 in the Dominican Republic than in Spain at 823, Brazil at 757, the United States at 725, Argentina 717, the United Kingdom at 702, Italy 665, Colombia 627, France 598 and Canada 274, all major source markets for Dominican tourism.
The Ministry of Public Health report #231 indicates second consecutive day of increases in demand for ICU units in recent weeks. 20% of Covid-19 hospital beds are occupied (663 of 3,291 total available). 31% of the intensive care units for Covid-19 are taken (162 of 520 beds).

The Ministry indicates that the newest allocated cases (more than 9) reported for the Wednesday, 4 November update deadline are: Santo Domingo (29), National District (39), San Cristóbal (31), Samaná (28), Puerto Plata (25), San Cristóbal (31) and La Altagracia (11).
Haiti reports 9,100 confirmed cases and 232 deaths, for the 4 November 2020 deadline.
In the Americas, the Dominican Republic is now ranked 12th in confirmed cases after the United States, Brazil, Argentina, Colombia, Mexico, Peru, Chile, Canada, Ecuador, Bolivia and Panama.
