
The Ministry of Public Health’s Epidemiology Department Coronavirus Bulletin #237 reports 134 new PCR confirmed cases. 1,291 first PCR tests were carried out in time for the 9 November report deadline. The 14-day average is 3,716 tests. The low number of tests is attributed to reduced demand due to intense rains that have been falling and to the Constitution Day long weekend. Many labs closed for the holiday.
The 4-week positivity rate is now at 9.98%, resuming the downward trend. The Ministry of Public Health Covid-19 team has been reporting for the past month a marked decline in demand for tests. The government has made available more fixed stations for testing and expanded services at public hospitals to catch the disease early and isolate sick people. Yet, the Ministry complains people are not showing up to test themselves early. Testing is free for the next two weeks at the Galeria 360 shopping mall, another effort by the government to reach out to the population.
The 24-hour positivity rate was 10.38%. The number of active cases has declined to 19,936, resuming the downward trend in cases.
Meanwhile, the country continues under the declaration of a National State of Emergency at least through 1 December 2020. The Ministry of Public Health is concerned that home and friends’ gatherings and increased mobility could lead to the same virus flare-ups that have affected other countries worldwide, mainly due to pandemic fatigue. There continue to be sporadic spikes in Greater Santo Domingo and the provinces. This situation is why the Ministry of Public Health continues to recommend keeping curfew and preventive measures.
The government announced on 10 November an extension of the curfew through 1 December 2020. The hours are the same, from 9pm to 5am Monday to Friday, and 7pm to 5am on Saturdays and Sundays. President Luis Abinader himself has said that relaxing measures could lead to the surges in cases seen abroad. Dr. Ronald Skewes, director of Epidemiology at the Ministry of Public Health, is against reducing the restrictions.
As per Bulletin #237, with the deadline of 10 November 2020, the Ministry of Public Health has registered 131,265 confirmed cases since the first case on 1 March 2020. Partial curfew has been in place since 18 March 2020.
The number of deaths is 2,272, including two deaths recorded and none in the past 24 hours.
In a population of more than 10 million, the fatality rate is 1.73% over the past four weeks. This number has been consistently dropping for the past two months. The fatality rate per 1M inhabitants is 217.45. The Ministry of Public Health reports that the average 1M inhabitants’ fatality rate for the Americas is 637.
Worldometer lists the 1M deaths per inhabitant rate for the Dominican Republic at 209. According to the 1M deaths statistics, less people have died of Covid-19 in the Dominican Republic than in Spain at 858, Brazil at 765, Argentina 754, the United States at 743, the United Kingdom at 740, Italy 711, Colombia 649, France 651 and Canada 282, all major markets for Dominican tourism.
The Ministry of Public Health report #237 keeps the trend for more demand for ICU units. 18% of Covid-19 hospital beds are occupied (598 of 3,254 total available), a record low. Nevertheless, 35% of the intensive care units for Covid-19 are taken (182 of 523 beds).

As of 10 November at 6pm, the deadline for Bulletin #237, the most confirmed cases were reported for the National District (34,164) and the Santo Domingo province (26,463). The numbers account for 46% of the 131,265 confirmed cases nationwide.

The Ministry indicates that the newest allocated cases (more than 9) reported for the Tuesday, 10 November update deadline are: Santo Domingo (43), National District (37) and Santiago (26).
Haiti reports 9,137 confirmed cases and 232 deaths, for the 9 November 2020 deadline. The number of deaths for Haiti has not been maintained since 26 October. The Ministry of Health in Haiti has reported a spike in cases, but has not updated the statistics.
In the Americas, the Dominican Republic is now ranked 12th in confirmed cases after the United States, Brazil, Argentina, Colombia, Mexico, Peru, Chile, Canada, Ecuador, Bolivia and Panama.
