
The National Comptroller Office says the past practice of government departments acknowledging debts and extending contracts violates the law. The announcement is part of the reorganization and new controls implemented to reduce wasteful spending and make the government more efficient.
Resolution 2020-0012 signed by Controller Luis Rafael Delgado Sánchez says the practice is prohibited by National System of Internal Control Law 10-07 and its implementing Regulation 491-07. The Comptroller Office says ministers, general directors and other state officials are banned to extend the contracting of works, goods and services whose term of validity expires. These will need to be submitting to a new contracting process or addendum in accordance with the law.
Delgado Sánchez says government entities are banned from recognizing debts. He said the practice is in violation of the laws and the controls established in the National System of Internal Controls (Sinaci).
