Strengthening government procurement procedures

President Luis Abinader enacted Decree 36-21 that promotes standards and policies for the prevention of violations of public procurement procedures. The executive act seeks to enhance transparency and guarantee greater efficiency and effectiveness in the use of public funds. The Program for Regulatory Compliance in Public Procurement in the Dominican Republic will be developed under international ISO standards of compliance management and anti-bribery, among others.

The decree instructs the Procurement Agency (DGCP) to develop and implement the Regulatory Compliance Program in Public Procurement of goods, services and works in all institutions under the scope of application of Procurement Law 340-06 and its amendments.

The Procurement Agency will coordinate a technical round table with the Anti-Fraud Unit of the Comptroller General of the Republic, the Ethics and Government Integrity Agency, the Financial Analysis Unit, the Ministry of Public Administration, the Dominican Institute for Quality (Indocal) and other entities to improve the effectiveness of the program.

In addition, the DGCP will be responsible for designating the technical team that will coordinate and measure the implementation and execution of the Regulatory Compliance Program and supervise the creation of the Public Compliance Officer’s figure.

The DGCP will create a National Committee of Public Compliance Officers that will group the Public Compliance Officers of Public Administration entities.
