Rotten apples sent to patrol the streets and investigate crime?

Everyone seemed to celebrate when President Luis Abinader ordered the shut down of the narcotics division (Dican) at the National Police. What became the talk of the town was when spokesman for the Police, Colonel Miguel Balbuena announced that the around 2,000 agents assigned to the Dican would be assigned to reinforce patrols and police investigations (Dicrim). Balbuena said that the cases handled by the Dican would pass to the National Drug Control Agency (DNCD).

The day before, the Administrative Minister of the Presidency Jose Ignacio Paliza had stated that the Dican was closed because it was part of the narcotics problem and not the solution. Paliza went on record acknowledging that Dican police agents had been accomplices to micro-trafficking in the barrios. Dican was more known for its scandals than for its successes combatting drug trafficking in the barrios.
