
The Procurement Agency (DGCP) announced the cancellation of the National Institute of Transit and Land Transportation (Intrant) bidding procure for the maintenance, improvement, expansion and operation services of the Centralized Traffic Control System of Greater Santo Domingo. The contract for the traffic lights system was for RD$1.18 billion.
The DGCP explains it acted after Gestión Tecnológica, GTEC, S.R.L. complained of irregularities in the INTRANT-CCC-LPN-2018-0014 bidding procedure.
The DGCP explains in a press release that the contract is annulled after serious irregularities were found in the bidding conditions. Procurement Law 340-06 requires tenders to establish the contracting object and clearly specify the requirements to participate in the tender and the conditions that will be assessed to win.
The contract had been awarded on 3 April 2019 to Consorcio CMI, represented by Penny M. Martí. Consorcio de Moviidad Intelligent is made u by the companies Evocon, SRL (of the Dominican Republic) and Kapsch Trafficcom Transportation Argentina (Argentina). Diario Libre reported the contract was for four years.
Intrant director Rafael Arias explained it had verified the legality of the contract signed during the Medina administration and would have implemented it based on the principle of continuity of state.
