
The President’s legal advisor created a committee of lawyers that studied the Penal Code and have delivered their recommendations to the Chamber of Deputies on the bill. The bill has been under review in the Chamber of Deputies from the start of this government. During the Leonel Fernandez and Danilo Medina presidencies, the PLD-majority congress was never able to reach an agreement to amend the Penal Code. The bill was vetoed on two occasions by former President Danilo Medina for not including the three grounds for exceptions to the ban on abortion.
Alexis Jiménez (PRM-Santo Domingo) of the Permanent Justice Committee of the Chamber of Deputies that is studying the Penal Code said the commitete will hear the recommendations from the expert lawyers. Jorge A. Hilario, Pedro V. Balbuena, Feliz Tena de Sosa, Génesis Bello Taveras, Yudelka Polanco Santos and Liyana Pavón Lugo were named to draft the recommendations on behalf of the Presidency.
The Foundation for Institutionalism and Justice (Finjus) also has sent a long list of recommendations for amendments to the Penal Code to the Permanent Justice Committee. Finjus favors including the three grounds for abortion in Dominican legislation.
