Economy Minister Miguel Ceara Hatton openly expressed that he supports the internationally-accepted three grounds for abortion be incorporated into the Penal Code that is under study in the Chamber of Deputies. During an interview with Fausto Rosario Adames of Acento TV, Ceara Hatton said that if the legislators do not include the three grounds, the mention of abortion should be excluded from the Penal Code.
“My position is that the three grounds are an issue of rights, public health and a source of social exclusion. If they do not approve the inclusion of the three grounds in the Penal Code, then remove abortion from the Code. Women have the right to decide”, the Minister of Economy posted today on Twitter.
In September 2020, Ceara Hatton spoke out to remind all that the official position of the executive leadership of the Modern Revolutionary Party (PRM) is to include the three exceptions in the amended Penal Code.
“A woman without resources receives the worst health care to interrupt a pregnancy, while a woman with resources can have access to the best care,” Ceara Hatton has argued.
Now, the Chamber of Deputies president, Alfredo Pacheco, has announced the new Penal Code bill will not be amended to eliminate the decriminalization of abortion. Pacheco advocates for presenting to Congress a separate bill on the three grounds, while keeping the criminalization in the Penal Code. The PRM is now majority in both houses of Congress.
