New coalition seeks to reform pension and health plans

The president of the public school teachers union, Xiomara Guante read a document demanding major changes to the social security regime in the Dominican Republic during a press conference on 17 June 2021. She spoke for several local entities that have joined to form the National Coalition for Fair Social Security.

Guante says that the current plans have been highly profitable for the private financial intermediaries, not so for the actual beneficiaries. High ranking government officers and a selection of employees of decentralized government entities are not subject to these same plans.

Guante, president of the Dominican Association of Teachers (ADP), explained that one of the Coalition’s main demands is the creation of a Social Security System in which the pension plan holding companies, AFPs are replaced by a public pension system, solidarity-based and which guarantees by law fair and decent pensions for all people.

She also addressed the issue of low coverage by medical plans. “We demand to replace the dictatorship of the private ARSs, the health plan intermediaries, with a true national public health insurance, universal, coherent with the Constitution, which guarantees to all and to all the medicines”, she expressed during a press conference. The Coalition understands the intermediaries contribute little to the system.
