TS Elsa: Two deaths and lots of flooding

Greater Santo Domingo was left waiting for torrential rains. They didn’t happen. The storm passed at record speed of 50kph (31mph) and turned into a tropical storm as it moved to the west passing by the south of the DR.

The director of the Center for Emergency Operations (COE), Juan Manuel Méndez reported a 15-year old boy, Dariel Rubio, resident in Bahoruco, Barahona province, died when heavy rains and wind caused a wall to collapse. A 75-year old woman died also for the collapse of a wall in Cajuilitos, Baní, as reported in Diario Libre.

Torrential rains did fall in La Vega and other interior provinces. And the storm did bring flooding and damages to property. Greater Santo Domingo municipal authorities closed off the Av. España and Malecón, the coastal boulevards, and the Las Americas Expressway, also along the Caribbean Sea. Fishermen reported major damages to their boats after high surf entered the Playita de Manresa in western Santo Domingo.
