Elite investigators from Colombia and US in Haiti; who is the head of government?

Dominican President Luis Abinader called on the international community to play a “more active” role in the process of investigations into the assassination of Haitian President Jovenel Moise. President Abinader made the remarks when in Constanza on Sunday, 11 July 2021.

Abinader said the Haitian authorities have not yet asked the Dominican Republic in the murder investigations. “We have not been asked to collaborate, but we believe that the international community should have a much more active role than it has now,” said the President during his visit to a military installation in the municipality of Constanza, La Vega province. President Abinader was in Constanza for the inauguration of an aqueduct in Tireo and a technology education center.

The head of state also remarked that the Gavion Operation, the Dominican-Haitian border contingency plan, is underway, upping surveillance and security on the border. He said that the border zone is in peace. “I can tell you that the border is totally secured. Our border is totally secured, so Dominicans should not feel any concern,” he said.

What is known is that Colombian President Ivan Duque sent a mission of investigators to Haiti to unravel the participation of Colombians in the murder of the late President Jovenel Moise of Haiti. As reported in Listin Diario, the Colombian investigative mission was sent after President Duque spoke with acting prime minister Claude Joseph of Haiti who requested help to find the truth. Seventeen Colombians are under arrest. There are conflicting reports on the participation of the Colombian mercenaries. El Tiempo, the leading Bogotá newspaper, has been covering the events from the Colombian news angle.

El Tiempo, the Colombian newspaper, reports that while initially the Colombian mercenaries were thought to have been involved in the murder, follow-up reports indicate that the Colombians arrived at the crime scene after the murder. As reported, the Colombians were hired to reinforce the security of unnamed persons in Haiti. The newspaper reports that a former senator Steven Benoit is among the first to say that Jovenel’s own security is responsible for the murder and the Colombians were set up. Bedford Claude, Port au Prince prosecutor, had remarked no police had been a victim in the raid, only the President and the First Lady. The First Lady is recovering in a hospital in Miami, Florida.

Listin Diario also reports that Federal Bureau of Investigations (FBI) agents of the United States would be assisting investigators to Haiti. Two US-Haitian citizens are under arrest in the case. As reported, Biden agreed to send senior FBI and Department of Homeland Security officials to Haiti to assist the Haitian government’s investigation into Moise’s assassination.

The murder is confusing. All the late President’s security agents and coordinators are under investigation. There are no victims among the security agents.

Meanwhile, the acting prime minister at the time of the murder of the President, Claude Joseph claims he is in charge. The week before, Moise had appointed Ariel Henry to replace him, but died before swearing Henry in. Henry had stated that Claude Joseph would continue on as foreign minister in his government.

On Friday, the acting president of the Senate, Joseph Lambert, claimed the position of head of government.

What is known is that Haiti does not have a president, Parliament or a functioning Supreme Court. It does have criminal gangs, kidnappers and angry protestors.

Meanwhile, the Dominican Republic has banned Colombians from leaving the country via Dominican maritime or airports. The Dominican security authorities are investigating the possible presence of eight fleeing Colombians sought by the Haitian police in regards to the murder of Moise. What is known is that security agencies in airports, ports and border posts have been put on high alert to prevent any Colombian citizen from leaving.

EFE news agency released a report with information on a possible intellectual author of the murder of Jovenel. The suspect is Christian Emmanuel Sanon, a Haitian physician who lives in Florida, USA. He is under arrest by the Haitian authorities in Port-au-Prince, according to the Haitian police chief Leon Charles.

Political instability and protests in Cuba are also drawing attention to the Caribbean. There is a spike in Covid-19 cases in Cuba. The media reported that the Cuban government shut off access for Cubans to use social media.
