The Presidency is leaving up to the Superior Administrative Court (TSA) the decision on a tender carried out by the Ministry of Education for the purchase of around RD$10.32 billion in 752,000 laptops, notebooks and tablets for public school students. The Procurement Agency (DGCP) had revoked several of the chapters of the tender for violation of the Procurement Law. The Ministry of Education says that the DGCP did not have jurisdiction to override the contest and did not have the right to recommend that a new tender be carried out
As reported in Diario Libre, the Ministry of Education told the affected suppliers that they should join the legal recourse in a voluntary way or else they would be forcefully be required to participate in the dispute against the Procurement Agency.
La Cuestion talk show, Patricia Solano and Diana Lora commented on the novelty of one government entity confronting another. They remarked that the Presidency apparently wasn’t getting involved, even when Minister of Education Roberto Fulcar is regarded as very close to President Luis Abinader. The matter will be resolved in the TSA court.
