
If government ministers or officers authorize more spending than their budget allotments, these may be held personally liable. A report in Listin Diario makes the observation that Budget and Public Expenditures Law 237-2020, amended this year with the complementary budget, obliges officials to take full responsibility for spending beyond what is budgeted.
Articles 61, 62 and 63 of the law indicate that the central government officials and non-financial decentralized entities that violate the provision will have to pay the administrative debts with their personal assets, whether real estate, titles, securities, shares, “with any instrument found”.
The 2021 budget is at RD$1.09 trillion, with an indebtedness at RD$291.52 billion. The fiscal deficit is set at RD$145.06 billion, 3% of Gross Domestic Product (GDP).
