Scrounging for taxes in already approved legislation

The Abinader government will seek to implement a series of measures postponed from past fiscal reforms. The Abinader administration has opened the discussions for tax reform pact, but there is no time because the National Budget bill needed to be presented in October 2021.

El Caribe reports that the government contemplates executing policy measures left pending from 2012, when Law 253-12 on the Strengthening of the State’s Collection Capacity for Fiscal Sustainability and Sustainable Development was enacted.

That fiscal reform ordered new taxes and rate increases but the implementation was not carried out from 2014 to 2021. Likewise, some taxes have expired and will continue to be applied.

For instance, Law 253-12 had increased license plates taxes. This was not implemented. El Caribe mentions that the state could collect more on gambling operations and would tax transactions made on digital platforms. The Tax Agency would also not apply the adjustment for inflation to income tax levels.

El Caribe reports that the Explanatory Report in the 2022 National Budget Bill does not detail which of the taxes would be eliminated and which would be implemented.
