Constitutional Court president on Haiti; wants the country to pass a bill that bans foreign ownership of property on the border

The president of the Constitutional Court, Milton Ray Guevara blasted foreign powers that he says sacked Haiti and those that over the years have ousted and imposed governments in Haiti. He said these countries cannot now expect the Dominican Republic to bear all the burden of Haiti’s institutional and social crisis.

Ray Guevara spoke when interviewed by Pablo McKinney for “McKinney,” on Color Vision, Channel 9, on occasion of Constitution Day on 6 November 2021.

Ray Guevara highlighted that Haiti copied the Constitution of France, of the Fifth Republic, which divides the power between the Parliament and the President. He says this creates an institutional crisis in that country because this, he says, is impracticable in a country with the characteristics of Haiti.

He said one cannot speak of creating a trust fund for this failed state because the United Nations expressly prohibits these due to the issue of decolonization. “But something must be done for Haiti and the greatest responsibility for the whole process of regeneration of Haiti is with the international community,” stated Ray Guevara.

The president of the Constitutional Court considers that what the Dominican people and government can do is “to collaborate with the solution of Haiti’s problems.” He said the Dominican Republic cannot undertake what is a responsibility of the international community.

Instead, Ray Guevara said that the Dominican government needs “to apply the laws.” He praised President Luis Abinader who he said is clear about the need to protect the Dominican people and the country’s sovereignty.

He called for the enforcement of the laws, especially the Migration Law and the Labor Code.

He expressed his concern that border communities are being abandoned. Ray Guevara also called for the passing of a bill requiring that the property owners on the border be Dominicans. “We cannot allow these lands to be acquired by foreigners,” said the president of the Constitutional Court.
