Progef: European Union continues to back improvements in Dominican government administration

The European Union has committed €14.8 million to the Dominican government Program to Support the Reform of Administration, Public Finances and the Mobilization of Internal Resources in the Dominican Republic (Progef) for 2021-2022.

The action plan, which benefits 15 public institutions and agencies, is implemented through Progef with the non-refundable EU contribution of €14.8 million. Of this, €12.0 million is earmarked as budgetary support to be executed through the national procurement system.

The Ministry of Hacienda, through the Vice-Ministry of the Treasury is implementing the program. The action plan was prepared and approved in March 2020 with the consensus of the authorities and technicians of the beneficiary entities.

Deputy Minister of the Hacienda Derby De Los Santos called on the participating institutions to remain focused on meeting the program’s goals. He added that it will be a sign of success to meet the EU’s expectations in this type of program.

The representative of the EU delegation in the Dominican Republic, María Luisa Benítez-Donoso highlighted the importance for the European bloc of the presentation of the annual results on Monday, 13 December 2021. She emphasized that the plan has made it possible to develop a tool “that integrates and orders in a coherent and systematic way the necessary reforms” for a sustainable and strategic administration of public resources and to guarantee the delivery of services for the population.

Bruno Giussani, Progef’s technical assistant, highlighted the importance of the Action Plan for Strengthening Financial Management to “integrate, cohere and adequately sequence the proposed reform initiatives around the objective of closing the gaps with international best practices.”

The overall objective of the project’s action plan is to strengthen the Dominican public finance management system to ensure that revenues, expenditures and financing are sustainable in the medium and long term, to ensure that the allocation of resources responds to public policy priorities, and to ensure that the provision of public services is efficient, effective and subject to broad accountability.

For the Deputy Minister of International Cooperation of the Ministry of Economy, Olaya Dotel, the implementation of these actions will substantially improve the decision-making of public policy managers, with timely and consolidated information on revenues, expenditures and financing.

Dotel also emphasized that it will facilitate the goal of “having multi-year horizons in budgetary policy, a more transparent and consultative budget, in addition to quality public expenditure execution.”
