Students receiving Dominican scholarships abroad have to be prepared for arrears in the funding of these by the Ministry of Superior Education (MESyCT). This has been the reality since the start of the billionaire program. A feature in Listin Diario says the problem continues to affect low-income students. For those who do not have savings, the delays mean they may have to return because they cannot afford to continue abroad waiting for the government funds.
