
The Migration Agency (DGM) announced it is issuing special working passes on 27 and 28 February 2022 in the province of Pedernales to foreigners authorized to work in border provinces. The first “border inhabitant” cards will allow foreigners to enter to carry out work. The foreigners are not authorized to stay.
“With this document Haitian citizens will be able to carry out commercial activities, as they will have met the requirements established by Resolution 09-2021 of the DGM that creates the Border Inhabitant Card for Pedernales crossings.”
The pilot program is contemplated in the Migration Law 285-04, and its implementing regulation 631-11, for foreigners residing in the provinces of Pedernales, Independencia, Elías Piña, Dajabón and Montecristi on the border with Haiti.
The DGM indicated that the holders of this document will be able to enter the country within the perimeter of the border to carry out their commercial activities, but must return daily to their residence of origin.
Migration authorities also said that cattle ranchers, local authorities and other representatives of the area met in Dajabón to define joint actions against cattle rustling and other criminal acts registered in the border area. They also announced a greater reinforcement of military and police vigilance along the border, as it is estimated that most of the acts of cattle rustling are committed by Dominicans in complicity with some Haitians.
The meeting was attended by the governor of Dajabón, Rosalba Peña; the commander of the Fourth Army Brigade, colonel Germán Rosario Pérez; the Dominican consul in Ouanaminthe, Margarito López; the mayor Santiago Riverón, and the commander of the Police here, as well as animal breeders and other authorities.
Another meeting is scheduled for Wednesday, 9 February 2022 with the presence of the commander of the Army, Major General Julio Ernesto Rosario Pérez, to continue advancing in the search for a solution to the thefts of cattle and other criminal acts in this part of the border.
The commander of the Fourth Army Brigade in Mao, Colonel Rosario Pérez, said that the guards posted on the border are not there to deliberate and make decisions, but to protect the sovereignty and the Dominican border. However, he said that this military corps is a support body for the National Police.
Meanwhile, the Government of Haiti announced on Tuesday the organization of a donor conference for the reconstruction of the south of the country after the damage caused by the earthquake of 14 August 2021. The event, which is supported by the United Nations, will be held on 16 February at a hotel in Port-au-Prince, in person and by videoconference, according to a government statement.
