
Education Minister Roberto Fulcar again was the trending topic for his tweet in favor of homeless pups. The controversial minister and former campaign manager for President Luis Abinader this time made the rounds of social media with a photo where when seated at an event with the President, he caresses a pup, one of three he named Minerva, Patria and Maria Teresa Mirabal, for the three martyrs of the Trujillo regime. The gesture was met with memes and criticism in social media. But Minou Tavarez, the politician and daughter of Minerva Mirabal, reprimanded Dominicans saying there were more important topics.
Fulcar has constantly made headlines for wasteful spending, alleged corruption in procurement, direct hiring of staff, investing heavily in digital learning, delays in distributing textbooks. For most of 2020 and 2021, he was strongly against in-person learning. Fulcar has been criticized for contributing to the influence of politics in the public school system that is said to be incidental in the keeping of the low quality of public education.
Fulcar is also in the media now for the tender for a costly RD$2 billion satellite system to improve digital learning in 600 rural schoo. Fulcar has been a strong advocate of digital learning and has directed the Ministry of Education to spend billions in purchase of electronic devices and digital programs for public schools.
