
As of 15 March 2022, the Migration Agency (DGM) has ordered all foreigners, 18 years of age or older, to have a personal identification card, known as the “cédula.” The obvious exceptions are diplomats, consular officials and tourists.
To obtain the “cedula” you must first obtain a resident’s visa, either temporary or permanent. Foreigners may request extensions of up to 30 days at the DGM as they go about obtaining the necessary documents for the Residence visa, and these extensions may be extended at the disposition of the Migration Agency.
The law states that as soon as a foreigner obtains a temporary or permanent tesident card, the person must then go to the Central Electoral Board (JCE) to obtain the “cedula”.
