The Presidency expects Line 1 of the Santo Domingo Metro to reach Km 9 of the Duarte Highway by 2024. The Chamber of Deputies has acted so this can happen. It approved on Tuesday, 26 April 2022 a loan for EUR86 million to be used to increase the transportation capacity of line 1 of the Santo Domingo Metro. 120 legislators voted in favor, one against and there were 18 abstentions. The Dominican Republic signed the credit agreement with the French Development Agency (AFD) on 9 December 2021.

President Luis Abinader in submitting the credit agreement to the Chamber of Deputies explained that the project is part of the second phase of the expansion of transportation capacity of Santo Domingo Metro Line 1. The line crosses the city of Santo Domingo to the north. The Abinader administration is working one providing mass transportation to the Los Alcarrizos community in northern Santo Domingo.

The loan has a reviewable interest rate and a grace period of five years, and the first installment is payable 31 August 2026 and the last on 28 February 2046.

The Metro line 1 has been in operation since the start of 2009 and passenger traffic is growing rapidly and regularly, beyond the initial forecasts. Users were more than 150,000 passengers per day in 2018 compared to 70,000 passengers per day at the start of the service in 2009.

In 2020, the government had already borrowed EUR44,976,162 from the same AFD to increase the capacity of Line 1 of the Santo Domingo Metro. New cars were added to the present line.
