
The push for quality education in public schools is getting a boost with the change in the presidency at Educa, the business sector-backed pro-education NGO. The appointment comes at a time when the media has been focusing on the rising cost and declining learning levels of students in public education.
Educa under former president Samuel Conde has for years played an important role in motivating governments to improve the quality of public education. Outgoing president Samuel Conde now passes the helm to Alvarez. He spoke about the institution’s commitment to shed light on aspects that make a difference in the management of public resources in the national education sector.
“It is for this reason, and for this reason alone, that at Educa we try, based on evidence and rigorous studies and research, to shed light on aspects related to the management of resources and, as Carol Weiss said, to guide decision-making in educational policies or, when necessary, to discourage decisions whose effects are expected to be negative,” said Conde.
Alvarez, in her acceptance speech, said it is urgent to reformulate the perspectives for education given that it takes a whole generation to begin to see and achieve changes. She sees important steps can be taken in the short range, too.
Alvarez is the CEO of NAP del Caribe. She also is a board member and president of the ICT Committee of the American Chamber of commerce. She is also the first CFE in the Dominican Republic. A CFE is a trained professional specialized in preventing, detecting and investigating fraud.
Her law graduate thesis (2001 publication) is the currently enacted e-commerce law in the Dominican Republic. She developed and established public policies, norms and standards for e-government of the Dominican Republic.
She lead and directly worked in the development of public policies, norms and standards for e-government of the Dominican Republic working with the Indotel, OPTIC and the Presidency of the Dominican Republic 2004-2006.
She has lead and directly supervised the expansion of NAP del Caribe facilities duplicating the size of the company that today is regarded as the most secure and modern Data Center. She has been responsible to negotiate and secure services agreement with top entities of the Caribbean, ensuring the presence in NAP del Caribe of a several multimillion dollar companies.
Alvarez received a law degree at the Pontificia Universidad Católica Madre y Maestra (PUCMM) with honorary mention Magna Cum Laude; and has carried out post-graduate studies at the Universidad Pompeo Fabra, Barcelona, Harvard University, and Virtual University of the Technological Institute of Monterrey.
