
The Transportation Cabinet led by Hugo Beras and the director of Intrant, Rafael Arias announced the signing of an agreement with transport syndicate Fenatrano’s Juan Hubieres. Weeks ago, Beras had announced Fenatrano was being allotted the 27 de Febrero bus route. But Fenatrano kingpin, Juan Hubieres was not happy with the allotment of the Av. Charles de Gaulle route to competitor Mochotran, and vandalism and violent acts affected several of the Mochotran buses operating on the route. When a route is allotted, competitors are banned from picking up passengers on the route.
Vandalism is the method by which the transport syndicates have traditionally taken hold of public transport routes with the complacency of this and past governments.
Hubieres said that the president of the Dominican Municipal League, Victor de Aza, served as a mediator in the conflict leading to the new agreement.
The Abinader administration has come up with a modality of public-private alliance to formalize the syndicates into official exclusive operators of bus routes. The way the bus routes are being allocated is said to be in violation with Transport Law 63-17.
Hubieres said the new agreement he has reached with the local authorities allows Fenatrano to transform the bus corridors into cooperatives and to open bank accounts integrated with the electronic collections system. The new buses do not collect cash payments.
Hubieres says the government is giving the shared taxis and minibuses that serve on the Av. Charles de Gaulle route 10 days to register in a new modality so they can continue to offer their services. He said the government agreed to continue to compensate for the high cost of fuel.
Fenatrano is the third of the transport syndicates to enter into alliance with the Intrant for the bus corridors. The first was Conatrate (Antonio Marte), followed by Mochotran (Alfredo Pulinario alias Cambita). The present director of Intrant is a former top ranking executive of Fenatrado, the infamous trucking syndicate that also used vandalism to impose its “rights” to control private cargo transportation.
Meanwhile, Hugo Beras announced he was resigning his position as secretary of the National District Mayoralty to work exclusively as head of the Abinader administration Transportation Cabinet.
