
Santo Domingo East municipality has contracted with Xenakis Investment, S.A. for garbage collection service in Santo Domingo East. This is the country’s largest municipality. Manuel Jiménez, a politician who ran for the ruling Modern Revolutionary Party (PRM), is the mayor of Santo Domingo East since 2020.
Meanwhile, a local foundation, Primero Justicia Foundation presented a recourse to the Procurement Agency (DGCP) challenging the awarding of the RD$2.4 billion garbage collection contract to Xenakis. Miguel Surun, president of the foundation and also of the Dominican Bar Association said there have been irregularities in the bidding process. Surun said the city municipality varied the bidding specifications to benefit Xenakis Investment, S.A.
“We are in the presence of a procedure plagued with anomalies, first by its declaration of urgency in violation of Article 6 of Law 340-06, on Procurement and Contracting, since this process did not meet the minimum requirements to be declared in this way,” said the lawyer upon submitting the recourse to the DGCP.
