Environment Minister Orlando Jorge Mera fired the Constanza environment director Ricardo Quezada after the later told Diario Libre that the Ministry was evaluating revoking the 2017 resolution that impedes constructions at heights of. More than 1,200 meters above sea level to protect mountain areas and water sources. Jorge Mera issued a statement clarifying that the Ministry has not given instructions to amend Resolution 0005-2017 that establishes the parameters for the granting of environmental authorizations for infrastructure in mountain areas.
The resolution was issued when Francisco Domínguez Brito was minister of Environment. The intent at the time was to contain the proliferation of mountain residential developments in detriment to the microclimate, biological corridors and water catchment areas.
Jorge Mera says that the Ministry of Environment is required by law to receive requests for permits or amendments to resolutions. Yet the receiving of these requests does not imply a predisposition to their approval.
