New observatory to watch for best practices in government tourism infrastructure works

The Ministry of Tourism announced the implementation of a new Observatory of Best Practices of the Executing Committee of Infrastructures in Tourist Zones (Ceiztur). The observatory seeks to guarantee compliance with Procurement Law 340-06. The Ceiztur carries out infrastructure works in tourist areas.

In the future, tenders for public works under the Ceiztur program will fall under the surveillance of the new observatory.

In making the announcement, President Luis Abinader pondered the importance of citizen participation in the oversight processes of state institutions.

“Investments will not come to a corrupt country; investments will not come where institutions are not respected. Investments will come where there is respect, care and justice and where every penny is invested in a rational, transparent, efficient and honest way,” said Abinader speaking at the event.

He said that the Dominican state is in transition to a government that wants to do things the right way.

“Many people who are willing to collaborate, understanding that nothing is perfect, that they are going to find problems and the important thing is to properly face those problems to correct them. That is our intention in this government, to change that culture and I am sure that we are changing it,” he said.

Abinader congratulated Minister of Tourism David Collado on the initiative and stressed that this is the example that must be given as a society.

Tourism Minister Collado said that the new observatory’s fundamental objectives are to guarantee compliance with Procurement Law 340-06, to foster technological innovation and collaboration with Dominican universities in a public-private alliance.

He said the initiative is a reaffirmation of the government commitment to transparency.

“Since we arrived at the Ministry of Tourism we have implemented President Abinader’s vision of a transparent administration close to the communities. This observatory will incorporate best practices into the bidding processes to select and ensure quality and optimal delivery times,” said Collado.

INTEC unversity’s administrative and financial vice-rector, Alliet Ortega explained that the oversight covers all the stages of the process from planning, preparation, call for bids, awarding and all the stages of bids, budget, pre-qualification, contract, contract award and payment.
