
Dominican National Police sources are investigating the extent of the involvement of Dominicans in Haitian gangs and criminal activities. Minister of the Interior and the Police, Jesus “Chu” Vasquez said reports from the Haitian police are that 32-year old Dominican, Luis Alejandro (Molai) Ortiz Mieses has been under arrest in Haiti since May. It is alleged that Ortiz Mieses is the actual head of the gang known as the “Ti Lapli.” Ortiz Mieses is a fugitive from Dominican justice since 2013 and also belonged to the gang headed by Carlos Petit-Homme, where he rose to a very high rank. The Ti Lapil gang is considered to be one of the three most dangerous groups in all of Haiti. In his earlier statements, Ortiz Mieses said that the Haitian gangs have connections inside the Dominican Republic. Ortiz Mieses is a fugitive of Dominican justice.
Spokesman for the Presidency, Homero Figueroa said he was sought for alleged participating in the kidnapping of a businessman in Guerra, Santo Domingo province. Figueroa said that Haiti does not have technology to ascertain the identity of the members of the criminal gangs in Haiti. He said, the DR does have a biometric registry and other technologies to identify the principal gang leaders.
Vasquez says crime in Haiti is a threat to the Dominican Republic. He said border security is reinforced with additional manpower and technology via the Ministry of Defense.
