When the country was under quarantine; Ministry of Hacienda worked overtime to cut irregular checks

N Digital reports that while the country was under Covid-19 quarantine and in a National State of Emergency, from the Ministry of Hacienda, a major operation was underway to pay state resources to a handpicked few. The Specialized Prosecution Service for Administrative Corruption (PEPCA) prosecutors saysthat at least RD$17 billion were fraudulently paid from January to July 2020, smack in the worst days of the Covid-19 pandemic.

The Ministry of Hacienda under former Minister Donald Guerrero is under investigation for significant corruption.

The modus operandi, according to the PEPCA, was to make fraudulent payments to third parties, under the modality of alleged public debt, for the expropriation of land, or past debt collecting for government procurement. Also under investigation are transactions whereby the state disbursed funds in favor of beneficiaries of the corrupt structure acting from the Ministry of Hacienda.
