
Government child care programs have been making headlines after two children in state care homes have died in less than a week.
Maikel Esmil Castro Alvarez, a year and 10-month child, died on Friday, 2 September 2022, at the Centro de Atencion integral a la Primera Infancia (Caipi) daycare center in Pueblo Nuevo, San Francisco de Macoris. The daycare center is under the National Institute for Comprehensive care to Early Childhood (Inaipi). According to the autopsy, the child drowned. There is speculation the child drowned in a mop bucket.
The parents, Kaileny Alvarez and Manuel Castro have requested that the director of Inaipi, Betsaida Santana de Baez reveal the names of the staff responsible at the San Francisco de Macoris daycare center where the tragedy occurred. The parents are seeking legal counsel to sue these persons and Inaipi.
As reported, the Caipi center does not have surveillance cameras and the staff had not been trained in first aid care.
The director of the center, Nikaurys Rodriguez has not named the staff that was on duty at the time. She says the staff is new but is well trained. The director told the press that everyone has to wait for the investigators to conclude their work and give details on what happened. The center was closed as the investigations proceed.
The Police is also investigating the circumstances in which a 12-year old girl “fell” from the fourth floor of a Conani state child protection home in the National District. The child survived and is in induced coma in the intensive care unit of the Hugo Mendoza public hospital in Santo Domingo. She has severe brain trauma. The fall occurred on 30 August 2022 in the morning. What happened has yet to be explained. The parents have yet to show up at the hospital.
