The president of the National Emergency Commission (CNE) and executive director of the Civil Defense, Juan Salas, on Monday, 7 November 2022 shared forensic reports that confirmed the death of José Antonio Batista (Jochy) and the 32-year delivery man Luisinky Mojica. These were among the missing persons after the flash flooding due to heavy rainfall in the capital city on Friday, 4 November 2022.
In his Twitter account, director Salas expressed his condolences to the families of both. The bodies were recovered on Monday from the rising waters of the Isabela River.
“Aware that no words will remedy the pain in which the country and the families of the deceased are immersed, however, I want to express my sincere condolences and affection on behalf of the Civil Defense and myself. May God grant you a good place, strength,” he wrote.
On the other hand, he congratulated the members of the Civil Defense, who for days worked to locate both citizens, to bring peace of mind to their families.
“I extend, more than my congratulations, the motivation to the Civil Defense personnel and volunteers to continue giving their all in the service of the country. It is our commitment to ensure that they work in dignified conditions, are trained and operational units are strengthened,” said Salas in a tweet.
Jochy Batista had gone missing when he was making his way home with his wife. When they were trapped in a traffic jam, he chose to abandon the vehicle to get to his destination in Arroyo Hondo on foot. It is apparent he was swept by the rising waters of a gully of the Isabela River. He was concerned their 12-year old daughter was alone at home.
Luisinky Mojica was a Pedidos Ya delivery man who went on his last errand and was also caught in the waters of the Isabela.
The deaths bring to eight those who died in the extreme weather situation of 4 November 2022.
