Intrant director promises “big” changes; motorcyclist curfew is debated

The director of the National Institute of Transportation and Traffic (Intrant), Hugo Beras talks of implementing Traffic and Transit Law 63-17 to mitigate congestion and safety issues affecting Dominican ground travel. Beras says actions are underway to improve the flow of traffic. He spoke of better synchronization of traffic lights in Greater Santo Domingo and the implementation of the Parqueate Bien scheme that continues now in Naco neighborhood with implementation throughout 30 streets this week. Beras hopes to put a stop to double parking on heavily trafficked streets.

The Naco streets are Heriberto Pieter, Orlando Martínez, Licenciado Carlos Sánchez, Padre Fantino Falco, Max Henríquez Ureña, Roberto Pastoriza, Profesor Aliro Paulino-Gilberto Gómez, Tételo Vargas, Salvador Sturla, Presidente González, Gustavo Mejía Ricart, Rafael A. Sánchez, Cub Scout, Gracita Álvarez, Manuel Perdomo, doctor Emil Kassé Acta, Luis Alberti, Boy Scouts and Calle Z. Also doctor Luis Lembert, Del Carmen, Jaycees 72, S. Nolasco, Santa María, General Cambiazo, Alberto Larancuent and Manuel Henríquez and Ingeniero Juan P. Bonilla streets, among others.

Intrant uses a temporary retention center at Tiradentes Avenue #17, Naco sector while building a new center. Users that are irregularly parked and have their vehicles towed may retrieve these from 8am to 7pm.

A report in Listin Diario looks into the advances of the construction of the new vehicular retention center off on the Santo Domingo West Bypass. Beras says the new center will be ready in July 2023. The new center is costing taxpayers around RD$500 million. It replaces the Canódromo site that was sold to a major real estate developing company, property of Minister of Housing Carlos Bonilla, for RD$298 million.

The most controversial measure on the drawing board for implementation is issuing a resolution prohibiting motorcyles from circulating with two or more persons after 11pm. There is a discussion the regulation violates the Constitution. The intention is primarily to combat crime. Motoconcho drivers are protesting saying it would cut into their income.

The problems in the Dominican Republic regarding traffic regulations are more on the implementation side. The proposed regulation establishes that no motorcycle can circulate with more than one person from 11pm and 5:30pm. The measure would be tested in Greater Santo Domingo. The Ministry of Interior & Police would be responsible for taking the actions to implement the proposed regulation.
