Penal Code passes in the Senate

The bill that reforms the current Penal Code and includes 419 articles passed in the Senate and now moves to the Chamber of Deputies. Local media has just focused on how the legislators representing the Modern Revolutionary Party (PRM) now majority in both houses of Congress did not include the three grounds for abortion in the amendments. When in the opposition, the PRM legislators and incumbent President Luis Abinader had been in favor of the three grounds.

The bill to modify the Penal Code has been debated in the National Congress for more than 22 years. The bill received the yes vote of 23 of the 26 senators present at the time of the vote.

Media coverage has not focused on other key issues covered by the Penal Code and the political agreements that the senators and deputies of the different parties may have made to pass the amendments.

The Chamber of Deputies has just the session of Wednesday, 15 February 2023 to approve the Penal Code before the extraordinary session convened by the Executive Branch expires. The ordinary congressional sessions of Congress will resume after President Luis Abinader presents his state of the nation address in to the National Assembly of Congress on 27 February 2023.
