The Dominican Labor Code stipulates that on any given jobsite the proportion of foreign workers to Dominican workers is 80/20. Eighty percent Dominican and twenty percent foreigners. However, Minister of Labor Luis Miguel de Camps noted that the ministry has no judicial control over the situation and can only refer violations to the Justice Department for investigation and action. For this reason, he is calling for the congressional review of the Labor Code to include articles that enable the Ministry of Labor to take vigorous steps should violations occur.
De Camps said that at the present time, 18,600 Haitians were contributing to the Social Security Treasury (TSS) in February 2023, by far the largest group of foreigners. These were followed by the Venezuelans at 6,800.
