
As the prosecutors continue with the legal requirement of reading the more than 12,000 pages of the Medusa Operation case, it is now known that the Spanish government penalized the Dominican Republic for faults committed by former Attorney General Jean Alain Rodriguez. Equipment for the state forensic office financed by the Spanish Cooperation Agency (AECID) was overpriced four times the value, as reported in Diario Libre.
The Specialized Prosecutor’s Office for the Prosecution of Administrative Corruption (Pepca) prosecutors investigating the case explained on Tuesday, 11 July 2023 that resources the Spanish Agency for Development (AECID) had granted the government to strengthen the effectiveness of criminal investigation in the Dominican Republic were allegedly misappropriated by former officials of the Attorney General Office.
According to the indictment on corrupt practices in the administration of former Attorney General Jean Alain Rodriguez led to the withdrawal of cooperation and discredit of the Attorney General Office by the Spanish cooperation agency.
The prosecutors read on 11 July 2023 the part detailing several of the irregularities in the contracting of a company that overvalued by four times the value comparable to the international quote for equipment purchased for the National Institute of Forensic Sciences (Inacif). Inacif is under the Attorney General Office jurisdiction.
The company Suplidora Médica del Caribe, SRL, represented by Ana Rosa Sención, was pre-selected to carry out the price comparison process, a common practice to “simulate purchasing and contracting processes,” a characteristic repeated by the criminal organization, stated the prosecutors.
After an audit of the acquisition of the instruments, it was found that they were purchased for an amount of €28,258.46, and that when price comparisons were made, a difference of approximately €21,624.00 was identified. The Pepca file indicates this amount was four times the comparable value with the international quotation made, plus taxes.
