Prosecutors explain modus operandi of how criminal records were cleared

Hawk Operation launched in late July 2023 by the Attorney General Office (PGR) has revealed that insiders altered the ID (cédula) numbers of persons with criminal records so that when database searches were carried out the individuals showed up with clean records. Specifically, IT technicians Alfredo Mirambeaux Villalona, Martires Rosario Reyes and Ruben Dario Morban Santana are signaled out of having altered the data in the System of Cases and Files to eliminate and alter criminal records. National District prosecutor Rosalba Ramos has said she was not aware of what was going on.

Reportedly, the criminal network charged RD$8,000 to RD$30,000 to alter a criminal file record. Digits were removed or added to the IDs. This enabled those with criminal records to receive official documents indicating they did not have a criminal record when the System of Criminal Intelligence (SIC) was consulted.

So far, state prosecutors investigating the cases have detected at least 16,598 cases of amendments to the ID numbers with an addition or removal of a number in the ID sequence.

The investigating prosecutors say that high profile criminals benefited from the alterations. Among those who benefited from the insider network were thousands that had been charged with drug trafficking, gender violence, kidnapping, homicide, alcohol tampering and.asset-laundering, among others. The scam had years happening.
