Single Window system reduces time to get construction license

The Ministry of Public Works announced the implementation of its Single Window System for the construction sector. The initiative is part of the Zero Bureaucracy Program, which the government says reduces the time to obtain licenses from 206 days to 120 for complex projects, and to 60 days for those of less complexity.

President Luis Abinader was present for the presentation of the new platform at the Presidential Palace on 8 August 2023. Also participating were Public Administration Minister Darío Castillo, Presidency Minister Joel Santos and Housing Minister Carlos Bonilla. Likewise, the director of the National Competitiveness Council, Peter A. Prazmowski; Bartolomé Pujols, of the Office of Information Technology, among others attended.

“This is a great challenge, not only from a technological point of view, but in the culture of the bureaucracy, which existed and still exists. Almost 300 procedures are already being intervened; there are reductions in average time of 46% and savings of billions of pesos are being experienced,” said President Abinader.

Minister of Housing and Building Carlos Bonilla highlighted that through the Single Window for Construction, it will be possible to request online more than 20 procedures required for the execution of works, in which around 18 institutions are involved.

He said potential savings of time and resources are estimated at RD$20 billion.

He stressed that this type of platform that promotes the interoperability of construction permits is the first in the country and in Latin America and a milestone in the digital transformation of the Dominican government.
