
The Second Collegiate Court of the National District authorized removing the electronic shackles from Fernando Aquilino Rosa Rosa, accused in the Anti-Octopus Case of being part of a major corruption network that operated in the Danilo Medina government. Rosa Rosa was a high ranking official in the Medina administration. He is married to also accused Carmen Magalys Medina Sánchez, sister to former President Danilo Medina.
Rosa Rosa served as president of the Fondo Patrimonial de Empresas Reformadas (Fonper) that handled billions in resources from capitalized state enterprises.
The court decided in favor of Rosa Rosa on the grounds that the later argued he could not afford the electronic shackle. Rosa Rosa had been authorized domiciliary arrest that judge Claribel Nivar maintained in the past hearing on the case.
The court had already authorized in December 2022 the removal of the electronic locator to Magalys Medina Sanchez.

The next hearing in the case is set for 11 September 2023. State prosecutors accuse Carmen Magalys Medina Sanchez and Fernando Rosa Rosa of being part of a network of corruption that embezzled state funds and engaged in money laundering.
The original arrests date back to 2020.
