Minister of Defense Major General Carlos Luciano Díaz Morfa appointed Colonel Freddy R. Soto Thorman to direct the Specialized Land Border Security Corps (Cesfront), the government agency in charge of security on the border with Haiti. He replaces Brigadier General Frank Mauricio Cabrera Rizek.

The Dominican government has asked the Haitian authorities to immediately stop the restart of construction.

He has also served as inspector general of the National Drug Control Agency (DNCD) and as commander of the First Infantry Brigade and Matías Ramón Mella Military Campus.
