
The Ministry of Economy, Planning and Development has signed an agreement with the Office of Public-Private Alliances (DGAPP) for organized industrial and residential developments adjacent to the Santo Domingo Bypass (Circunvalación de Santo Domingo). The roadwork borders Greater Santo Domingo to the north as it allows for rapid connecting to the north, west and east from the capital city and eastern Santo Domingo with the highest population density in the country.
Governments in the past had developed industrial centers, but this would be a first effort at concurrently developing residential areas where people who work in the new industrial centers can find adequate housing.
Economy Minister Pavel Contreras and the executive director of the Public-Private Alliances Agency e(DGAPP), Sigmund Freund, signed the collaboration agreement to promote the public-private alliances (PPP) scheme in the development and execution of the projects as part of the Santo Domingo 2050 initiative (SD2050).
Isa Contreras stated that private sector participation is needed to develop an industrial and logistics corridor on Circunvalación de Santo Domingo Avenue as proposed by the SD2050 Initiative.
“This agreement will allow us to work together to link the public and private sectors to develop this economic corridor,” said the economist and researcher.
Minister Isa Contreras indicated that the Dominican government is working on the design of an organizational structure on the Santo Domingo bypass that allows the financing and development of initiatives for this province based on a sustainable strategic plan that promotes inclusion and social and economic development for inhabitants in the Province of Santo Domingo.
The executive director of the DGAPP, Sigmund Freund, highlighted that the proposal to create an industrial and commercial development belt along with housing will generate a positive impact for Santo Domingo.
He stated that the DGAPP can contribute to materializing in the medium term many of the ideas raised in this initiative to develop the most populated province of the Dominican Republic.
Freund pointed out that the linking of the public and private sectors in priority projects for the country enhances the opportunities for sustainable and viable proposals for the execution of an initiative as visionary as Santo Domingo 2050 that also includes proposals for territorial ordering, planning and sustainable development.
The Santo Domingo 2050 Initiative is considered the largest provincial strategy for territorial ordering, planning and sustainable development in the Dominican Republic.
The initiative seeks to counteract the concentrated population rate of the Santo Domingo province, the highest in the country and one of the highest in the entire insular and continental Caribbean region. The project is expected to contribute significantly to reducing the chaos in vehicular traffic as people can live and work in the same area.
The SD2050 plan is one of the five initiatives promoted by the government to transform two regions of the country. Others are the rehabilitation of the Port of Manzanillo, in the Northwest; the San Juan Plan, in the Southwest; and the tourism development of Pedernales, in the Enriquillo region in the Southwest; and Miches, in the Yuma region in the East.
