
The Procurement Agency (DGCP) called for the temporary suspension of the contract signed by the National Institute of Transport and Transit (Intrant) with Transcore Latam SRL.
The Procurement Agency studied the case after former suppliers to the Intrant protested the awarding of the RD$1.32 billion contract to a company that was created seven months before the bidding and reportedly has no track record in supplying the required services.
The contracted works were for the improvement of the traffic control center and the traffic light network of Greater Santo Domingo. The Procurement Agency reports its investigation found irregularities in the bidding process.
The decision is contained in Resolution RIC-156-2023, issued on 27 October 2023.
The Procurement Agency has suspended the contract no. DJ-CSB-009-2023, signed between INTRANT and the company name Transcore LATAM, S.R.L., for RD$1.32 billion for the “Contracting of the Modernization, Expansion and Management Service of the Comprehensive System of the Control Center of Traffic and the Traffic Light Network of Greater Santo Domingo.”
Intrant responded that it accepts the decision made by the Procurement Agency. It calls for the Procurement Agency to render a final decision as soon as possible.
“We hope that the governing body can make a final decision as soon as possible to be able to continue with a project that is so necessary for the improvement and benefit of traffic and mobility in our city,” reads a statement from Intrant distributed via social networks.
The bidding process was protested by ESC Group, S.R.L., Sistemas Integrados de Control, S.A. (Sictranscore) and Ricardo Echandi of Transcor LP; Icontrol, S.R.L. and Kapsch Trafficcom Dominican Republic for irregularities.
Intrant has yet to post information on the intelligent traffic light project on its website.
