Presidency says Haitian armed people provoke Dominican soldiers; Haitians confront patrols

Spokesman for the Presidency Homero Figueroa reported that a group of Haitian nationals had entered Dominican territory to obstruct army patrolling on the stretch of dirt road located to the west of the perimeter fence in the border area. Figueroa stated: “The action appears to be due to an apparent misunderstanding by Haitian citizens regarding the border limits that separate both countries.”

He explained that 311 serially numbered cement pyramids were placed, starting in the north, at the mouth of the Dajabón or Masacre River, and ending at the mouth of the Pedernales River, to the south to mark the border between both countries. The pyramids are numbered. When these are in Haiti they are RH, when they are in the DR, they are RD. Both pyramids have the year 1929, the year when the border limits were established.

Figueroa said that the incident occurred at Pyramid 13 which marks the border boundary in this particular area. He said the land of the international highway between the perimeter fence and Pyramid 13 belongs to the Dominican Republic and is patrolled by the Dominican Army.

Figueroa stated: “Fortunately, the incident did not escalate due to the professional handling of our soldiers, who acted with prudence and respect for human rights, international agreements and treaties. However, as a preventive measure and to guarantee security, the Army has decided to increase the number of soldiers and vehicle patrols in the area.

“The Dominican Government considers this action as a provocation, with the aim of generating a conflict with unpredictable consequences that will only aggravate relations between both countries. We demand that the authorities stop these types of violations immediately.

“We warn that our government will fulfill the constitutional mandate of preserving Dominican territorial sovereignty.”
