Update on the Intrant scandal: Hugo Beras says Pandovani is the manager of Transcore Latam, not an owner

Hugo Beras, the director of the National Land Transport and Transit Agency (Intrant), told Sergio Carlo and Karina Larrauri on the 12×2 radio talk show that the smart traffic light devices had been installed 65% in the National District. Beras also denied irregularities in the contracting of the smart traffic light plan. He said that Pedro Pandovani is not a shareholder of Transcore Latam, that Pandovani is only the general manager of the company that is installing the new traffic system.

Beras is on a media tour to defend the RD$1.3 billion contract Intrant has awarded to Transcore Latam for installing intelligent traffic lights. Transcore Latam was incorporated in July 2022 and awarded the contract in February 2023.

Beras argued on 12y2 that the system will synchronize stoplights and allow Digesett officers to concentrate on more important issues, such as controlling motorcyclists crossing red lights.

As reported in Diario Libre, Beras said the installation of the system is almost complete. He said it would have been inaugurated on 26 November 2023 if the Procurement Agency had not ordered works to stop. The Procurement Agency found major irregularities in the contract.

“This system, which is the most modern that is being installed in the entire western region, is a system that will help make all the traffic in our city viable; it will contribute with the improvement and priority for the collective transportation system and bus transportation. It will also contribute a lot to citizen security,” said Beras.

Hugo Beras is a nephew of famous TV host Freddy Beras Goico. He made a name for himself with an automotive talk show. He sought to be Mayor of Santo Domingo.

Pandovani’s lawyer, Carlos Balcacer said that the disconnecting of the system would cause chaos at peak times. He said they would be seeking a stop to the order to suspend the implementation of the Transcore Latam contract ordered by the Procurement Agency (DGCP) in the coming hearing with the Superior Administrative Court (TSA). Balcacer explained that the contract establishes that Transcore Latam controls 60% of the traffic lights in Greater Santo Domingo.

Meanwhile, one of the authors of the Intrant Law 63-17, deputy Tobias Crespo of Fuerza del Pueblo is asking the floor of the Chamber of Deputies to summon Intrant director Hugo Beras for questioning. In addition to the smart traffic lights contract, Crespo said the deputies are also interested in hearing on developments of other programs — digital fines, the parking program (Parquéate Bien) and the National Motorcycles Plan.
