
Luis Jose Ramfis Dominguez Trujillo, known as “Ramfis” for his infamous uncle, is a dual citizen (US and Dominican Republic) and has not renounced his US citizenship nor has he the 10 years of residence in the Dominican Republic to qualify to be a candidate to the Presidency of the Republic. Nevertheless, Dominguez Trujillo applied to the Central Electoral Board (JCE) to run for President for his newly incorporated Partido Esperanza Democrática (PED). Dominguez Trujillo is the president of the party.
During a plenary session on Wednesday, 8 November 2023, the Central Electoral Board (JCE) once again ruled that Luis Jose Ramfis Dominguez Trujillo cannot run for president in the Dominican Republic. The JCE ascertained that “Ramfis” has not completed the requirements of 10 years of residence and sole Dominican nationality. Dominguez Trujillo is a US citizen. The decision was issued in Resolution No. 755-2023.
It is the second time that the Central Electoral Board rejects the candidacy of Ramfis Domínguez Trujillo. The JCE rejected Dominguez Trujillo’s application to be the presidential candidate for the Partido Nacional de Veteranos Civiles.
Article 20 of the 2015 Dominican Constitution establishes: “Dominican men and women who adopt another nationality, by voluntary act or by place of birth, may aspire to the presidency and vice-presidency of the Republic, if they renounce the nationality acquired ten years before the election and if they have resided in the country during the ten years before taking office”.
