
Until investigative journalist Nuria Piera released information that around 60 people claim ownership of the Saona Island and indeed receive rental money, almost everyone in the Dominican Republic thought Saona Island was public property.
Now the investigative journalist tells that for years the different ministers of environment have negotiated with the families that understand they own the island and reached agreements for rentals. After reaching agreements with the “owners,” the government leases the areas to tour operators that bring in tourists, mainly staying in Punta Cana or Bayahibe/Dominicus resorts. Saona Island is probably the most popular excursion taken in the country, with millions of visitors every year.
On the other hand, Nuria Piera explains that Saona Island since 1967 by decree has been a forest reserve subject to the public domain regime. In 1974 Saona Island was included in the system of natural areas and in 1975 it became a protected area. In 2000, Saona Island was included in the area of the Parque del Este (today Cotubanama National Park) with the passing of Environmental Law 64-00.
Piera reported on the investigative program that most of the definitive property titles are from 1974 onwards.
