
With the leadership of the Dominican Society of Dailies (SDD), the Dominican government, politicians and legislators are working together to improve the recently enacted Law 1-24 that creates the National Intelligence Agency (DNI). The entity seeks to improve the state’s capacity to combat crime, but sectors fear the ambiguities of the articles could lead to abuses.
The bill had been studied in Congress for more than a year and passed in the Chamber of Deputies on 29 December 2023 and then again in the Senate on 10 January 2024. It became the first law enacted by President Luis Abinader in 2024.
The Association of Banks and the Dominican Society of Dailies raise concern about the ambiguities in the clauses. The newspaper guild warned journalists could be obliged to turn over their sources or face jail sentences.
President Luis Abinader has accepted the intermediation of the Dominican Society of Dailies to improve the law. The law is still pending the drafting of the rules for its application.
Former President Leonel Fernandez has been one of the most vocal against its implementation. His son, deputy Omar Fernandez for the Fuerza del Pueblo, was one of those who voted “yes” on 29 December 2024. Leonel Fernandez is running for President in 2024. He served as President from 1996-2000, 2004-2008 and 2008-2012.
